Carroll County police say 23-year-old Ryan Gifford is the man who beat and burned his girlfriend's 21-month-old baby girl as her mom slept in the same house.
Gifford now faces several charges for child abuse and assault.
According to the police report, it happened on Saturday at Gifford's house
in the 500-block of Yellow Lilly Court in Westminster.
"I have three children and they're absolutely terrified. They spent the day watching three sheriff's cars back there, wondering what was going on, what has happened. And my children at night are constantly asking if the doors are locked, are we safe?" said neighbor Leah Mader.
Police say overnight, the baby's mother found the child with blood on her ears, naked in the bathroom with Gifford, who said the baby was fussy and had fallen down.
The toddler woke up with a swollen face and was then treated for second degree burns on her calf and foot.
Doctors even gave her an exam for potential rape victims after they found swelling, redness, and tears.
Documents go on to say a search of Gifford's house turned up a bloody t-shirt that belongs to him, with some of the child's blond hair attached.
They also found blood on Gifford's bed, the baby's pack and play, socks, and on the toilet seat.
Police say in response to the findings, Gifford said it, "must have been her blood. I don't remember anything."
The toddler's paternal family contacted WJZ in via email to say the baby's father and mother have been battling for years over custody.
"I just never thought Ryan would do anything like that," said Sean Bogat, neighbor.
The gruesome news has rocked the community, including Gifford's peers who grew up knowing him.
"There are a lot of kids in our neighborhood. Matter of fact, in our court, about every single house there's young kids," said Bogat.
"It's pretty disgusting. I can't believe anyone would actually do anything like that. It's unbelievable," said Paul Wallace, Westminster.
If Gifford is found guilty of the charges, he could face up to 75 years in prison.
An online search of Maryland court records shows Gifford has a record of drug charges. He is currently being held on a $500,000 bond.
